First: All commercial travel tickets are usually sold with disclaimers. Here the disclaimer would be that the Fool's Errand is not responsible for consequential and incidental damages. What this means is that the FE is only responsible to get these people to their destination and not responsible for any money they have lost because they did not get there.
Second: There is probably insurance abvailable for both passengers and commercially for just such an event. The FE would be reimbursed for actual expenses from where they are to Regina (Not profits). For the Passengers: High Passengers would most likely have it, Middle passengers may have it, Low passengers would most likely not have it. It would cover business expenses and the like for the passengers.
Finally: If there is no disclaimer and no insurance, it would depend on the Captain. He has agreed to get these people to Regina, however if the law level of the world that they are on is agreeable, the passengers could be disappeared or just dropped off and made to fend for themselves.
